Early Childhood Holistic Outcomes (ECHO)

The Early Childhood Holistic Outcomes (ECHO) Framework is a locally developed service framework and outcomes measurement system, adapted from the U.S. National Child Outcomes Measurement System.

It seeks to enhance the capability of early intervention (EI) professionals, allied health professionals and social workers working in transdisciplinary teams, by aligning practices with recommended EI guidelines. It also aims to track the functional outcomes of children under three Global Child Outcomes (3 GCOs) through functional assessments.

The ECHO Framework was successfully piloted in four Thye Hua Kwan EIPIC centres from 2014-2017, with funding from Lien Foundation. The Ministry of Social and Family Development (MSF) subsequently appointed the ECHO Technical Assistance Team which includes members from Department of Child Development of KK Women's and Children's Hospital, the Community Psychology Hub, and the Child Development Unit of National University Hospital, to implement the ECHO Framework nationally across 17 more EI centres from 2019 to 2024.
